In order to ensure regime survival, political leadership is forced to consolidate power (Y. Kim 1994). The process of consolidating power involves building a coalition, which induces political leadership to align and realign itself with diverse social forces through cooptation, appeasement, containment, or even punishment. In this regard, state industrial policies are strategic instruments of political leadership used to maintain power and to cultivate and refine bases of support. These coalitional dynamics and policy choices make relations between the state and social forces dynamic, precarious, and uncertain.
As we argue in this book, this transformation is best understood by evaluating how the structural effects of historic factors, contemporary domestic events, and international pressures have affected the behavior of Korean presidents and bureaucracy. As we will show, such an approach is best executed through the use of an interpretive framework that combines elements of structural determinism with rational-choice models.
