The Near Westside Neighborhood Plan uses stormwater infrastructure as a way to provide civic improvements to an underserved urban community. Efforts to revitalize Onondaga Creek reframe an undervalued waterway as the new spine of the city. Both projects employ progressive local design practices as well as state and local funding. The first project was done through the Syracuse University School of Architecture’s UPSTATE: A Center for Design, Research, and Real Estate, which focuses on strategies to improve the urban life 42 American City "X" of formerly urban cities; the second project was completed by a team organized by the Syracuse design firm CLEAR.

Cities are works in progress. Invention can change the perception of a place and the way it is programmed. Cities that have taken leaps rather than small steps have done better in attracting more development and slowing population decline, especially among younger residents. The approach in Syracuse is incremental in part by necessity, because of the financial as well as jurisdictional challenges posed by a single massive redevelopment project. Syracuse University, as an economic force and as a draw for population, provides one of the anchors.

Much of what we see in the form of Syracuse is the result of national housing and transportation policies devised fifty and sixty years ago during a period that saw the release of two critical Optimistic Urbanism documents, both by Daniel Patrick Moynihan, assistant secretary of labor: “Guiding Principles for Federal Architecture,” released in 1962 under the Kennedy administration, which advocated for the best contemporary design rather than advancing an official style; and, perhaps more famous, “The Negro Family: The Case for National Action,” published in 1965 under President Johnson and also known as the Moynihan Report, which related poverty within black communities to a weakening of the family structure.
