Spears's function changed when on 27 September Catroux declared Syria to be independent and on 26 November when he made the same announcement for the Lebanon. It was one thing to declare another country independent, it was another to actually give them the powers that would allow them to be so in reality. This the British insisted had to be done, while the Free French dragged their feet. Spears enthusiastically took up the nationalist cause and became one of the greatest champions of Syrian and Lebanese rights.

Realizing that there was no single person who had the force and reputation for such a position, Pleven decided to form a delegation. He wrote to de Gaulle that he had found two men who were capable of leading the delegation: Etienne Boegner, an industrialist whose father was head of the French federation of Protestant Churches, and Adrien Tixier, director of the International Labour Office in Washington. Pleven himself seems to have preferred Boegner for the job, and there is no doubt that he was better viewed by the State Department.

By the end of May, de Gaulle had come to the same conclusion, and on 2 June he wrote to Si6y£s announcing the imminent arrival of Pleven and insisting that the latter was empowered to act in de Gaulle's name during his mission. 17 Pleven left for Washington later that month. 18 It is nothing short of remarkable that in the midst of one of the most serious Anglo-Free French crises of the war - that over Syria in the summer of 1941 - we see at the same time one of the best examples of AngloFree French cooperation during Pleven's visit to the United States.
